[Rx] Installing NetBeans IDE

NetBeans is a free IDE for developing  software.

These are barebones install instructions.

Download and Install

1. Install Java SE . Select the Java Platform, not the NetBeans.

For the Java SE Development, I picked the Windows x64 version of 8u72.

2. Install NetBeans IDE.  Select All version.
